Application for Exemption from Compulsory Quarantine under the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C)

The expiry date of the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C) (Regulation) has been extended to 31 December 2020.

In accordance with section 4 of the Regulation, the Commerce and Economic Development Bureau has sought the approval of the Chief Secretary for Administration for this Department to launch two exemption schemes for Hong Kong enterprises with manufacturing operations in the Mainland. Details are in Annex. Applications should be submitted through the online submission platform of this Department.

With effect from 23 November 2020, each exempted person must present the proof of a negative COVID-19 nucleic acid test result meeting the requirement of the Department of Health upon arrival in Hong Kong from the Mainland via land boundary control points, the sample for which was taken from the same exempted person on the day of arrival or within the three days before the day of arrival, in order to be exempted from the compulsory quarantine requirement. Otherwise, the concerned person will be subject to the 14-day compulsory quarantine requirement upon entry into Hong Kong.

On the other hand, each exempted person arriving Hong Kong from the Mainland via Hong Kong International Airport is subject to COVID-19 testing requirement. For details, please refer to the COVID-19 thematic website.
